The Performance Improvement Framework (PIF) helps senior leaders in the Public Service lead performance improvement in their agencies and across the system. Users of the framework start with the question: “what is the contribution New Zealand needs from this agency (or sector or system) in the medium term?” They then use the framework to identify the critical gaps and opportunities between the current and desirable future capability and performance.

Undertaking a PIF Self-review
The Performance Improvement Framework (PIF) is a programme and tool for Public Service Chief Executives and agencies.
The Public Service continually aims to lift its performance and drive change to deliver better services and results for New Zealanders. A PIF review supports this by asking what New Zealanders need from public agencies, what the challenges are and what success looks like.
Late in 2016, the then States Services Commission asked the Victoria University of Wellington School of Government to undertake some research into PIF. We wanted to understand the value of PIF, if it is worthwhile, where the value lies and how we can improve. We would like to thank the nearly 500 public servants who participated in the survey and case studies.
Overall, the research showed that a PIF review is seen as an effective performance improvement tool - and the support for PIF is high. The research also indicated areas where we can improve to ensure we continue to deliver value for our Public Service Chief Executives and agencies.
