Rainbow is an umbrella term often used to describe people who are lesbian, gay, bisexual, transgender or intersex.
In 2017 the Cross-Agency Rainbow Network (the Public Service rainbow network) identified a key issue being the lack of information about the rainbow communities within the public service. Building the information about the experiences of people is important for two reasons:
- We want to ensure that the Public Service creates safe and inclusive workplaces; and
- We need to ensure that the workforce data we collect is reflective of the diversity within the Public Service.
We want our workforce to reflect, understand and value the diversity of the communities we serve.
The SSC addressed this lack of information by:
- Working with the Cross-Agency rainbow Network to develop the WeCount 2019 Survey to measure gender and sexual diversity in the public service, and to measure aspects of inclusiveness within the Public Service for the Rainbow people. This survey was conducted in the first half of 2019 and the results will be published on the SSC website in December 2019.
- Improving agencies ability to collect this information by producing standards and guidance on workforce information.
- In 2018 SSC released a new standard, and accompanying guidance, on workforce information. This sets an expectation that Public Service agencies shift to collecting information on what gender their employees identify with. Gender identity is how a person identifies their gender (Female, Male or Gender Diverse such as transgender).
Developing a survey for all public servants, to be run in 2021. Gender and sexual diversity will be included in this survey, alongside other dimensions of diversity.
