What is the Integrity and Conduct survey?

The State Services Commission (SSC) is conducting a third Integrity and Conduct Survey of State servants from 11 November to 8 December 2013.

The Integrity and Conduct survey measures State servants' perceptions of trustworthiness across the State Services.  High levels of integrity and conduct are vital for high performing, trusted State Services. To know how well we rate, we need to measure perceptions of integrity and conduct. 

Why is SSC running a new survey in 2013?

The 2007 and 2010 surveys provided a high level snapshot of integrity and conduct in the State Services.  We wanted a more detailed picture of how we're doing in the State sector.

The 2013 survey will ask more focused questions about integrity and conduct as perceived by State servants in their workplace. The results of the survey will help identify areas of strength, where we can improve, and the potential links between behaviours and other aspects of the workplace experience. 

Who will be surveyed?

A representative random sample of State Services agencies and their employees from across the State Services have been invited to participate in the 2013 survey.  These agencies include Public Service departments, statutory Crown entities and Crown entity companies. Non-Public Service departments will also be invited to participate. 

Can anyone do the survey?

Agencies that were not selected for the sample have had the chance to "opt-in" to the survey and obtain their own agency-specific report.

How will the survey be conducted?

SSC has contracted an independent research company, Nielsen, to implement and report on the survey. The survey will be conducted on-line from 11 November to 8 December 2013.  The survey results will be published in March 2014. The 2013 Integrity and Conduct survey, as in 2007 and 2010, will measure six elements of trust:

  • Agencies have standards of integrity and conduct
  • Agencies promote the standards of integrity and conduct
  • The standards of integrity and conduct are integrated into the behaviour of State servants
  • Managers model the standards of integrity and conduct in their behaviour
  • Consequences for behaviour that breach the standards of integrity and conduct are known by State servants
  • Agencies act decisively when breaches occur.

When is the survey being run?

The survey will be run from 11 November to 8 December 2013. 

Can I see the survey questions in advance?

The survey questions are confidential to the SSC and its survey provider, Nielsen, until the survey is undertaken by the participating State sector agencies. This provides the best assurance possible that the survey results will not be affected by any bias that could result from pre-release.  

How will the survey be reported?

Results of the 2013 survey will be reported on for the State Services as a whole, and by agency grouping (Public Service departments, Crown Agents, District Health Boards and other Crown entities).  

What are the benefits of the survey?

The survey fulfils an important function in measuring perceptions of integrity and conduct so that we can measure ourselves. The survey informs agencies, their stakeholders, the State Services Commission and the public in general about the current state.  It enables agencies to share good practice and to target areas for improvement in their work programmes.
