Moderation processes occur before, during and after a review and ensure reviews are carried out fairly and consistently across agencies. The calibration phase ensures agencies and the central agencies are able to comment on the fairness and validity of the review report before the final moderation process.

A final moderation occurs across all agencies reviewed within a six-month period. This moderation is undertaken by the central agency chief executives and is over the tranche of reviews. The central agency chief executives finalise the review reports and work with agencies to ensure action plans address the identified priority areas for action.
