Our 2025/26 annual report has been tabled in the house by the Minister for the Public Service and Digitising Government, Hon Paul Goldsmith, along with the Strategic Intentions 2026/27–2029/30.
2025/26 was a year of implementation and transformation for the Public Service Commission and the wider Public Service. Our annual report reflects these changes, including the establishment of the Government Digital Delivery Agency within the Commission, the ongoing focus on fiscal sustainability, and the Commission's role in supporting a more connected, capable and future-ready Public Service.
The report highlights progress across a wide range of work, including strengthening leadership and capability, supporting public service integrity, advancing digital government, and delivering on Government priorities. It also reflects the Commission's stewardship role as work begins on longer-term Public Service transformation, including efforts to build a more digitally enabled, productive and joined-up system.
Among the year's achievements were:
- The establishment of the Government Digital Delivery Agency within the Commission.
- Continued support for system leadership, talent and capability development.
- Progress on digital government initiatives designed to improve services for New Zealanders.
- Ongoing work to strengthen public trust, confidence and integrity across the Public Service.
Also encouraging is that trust in the New Zealand Public Service increased to 62.1% in the OECD survey, ranking fifth of 33 countries.
The Strategic Intentions build on that progress by setting out the Commission's priorities and direction for the next four years.
As well as reporting on our work programmes, the Annual Report provides an overview of our organisational performance, workforce profile, financial stewardship and contribution to the wider Public Service system during 2025/26.
