Deputy Public Service Commissioner Heather Baggott today announced the appointment of Mr Sean Teddy as Chief Executive of the Charter School Agency.

The Charter School Agency implements and enables the Government’s charter schools’ policy and priorities, including growing the number of schools and students.

Mr Teddy is currently Deputy Secretary, Operations and Integration at the Ministry of Education, where he has led significant programmes including implementing the Government’s targets to increase student attendance. He brings deep education sector experience and a strong track record of delivering outcomes aligned with ministerial priorities.

“Mr Teddy is a seasoned public service leader with a clear understanding of the charter school model and demonstrable commitment to improving education outcomes in New Zealand,” said Ms Baggott.

“He knows how to lead through complexity and build trusting relationships. I am confident he will provide the Charter School Agency with the leadership it needs to deliver on the Government’s priorities.”

Mr Teddy has been appointed for five years from 1 December 2025.

 

Biography

Mr Teddy is currently Deputy Secretary, Operations and Integration at the Ministry of Education, where he has led major programmes including the Food in Schools initiative and overseen operational integration across the education system.

He previously served as Deputy Secretary, Office of the Secretary, and held senior leadership roles at the Ministry of Social Development, including Director of Policy Governance and Operations.

He holds an Executive Master’s Degree in Public Administration (Merit) from the Australia and New Zealand School of Government.
