Te kupu whakataki Introduction

The Public Service Commission Te Kawa Mataaho (the Commission) leads the Public Service and supports agencies to work together to improve services and outcomes for New Zealand and its people.

New Zealanders expect public services that are effective, accessible and trusted, and government agencies that exercise public power lawfully, uphold democratic values and human rights, respect the Treaty of Waitangi, and contribute to a cohesive society.

Strong system leadership enables the Public Service to act as one system and focus on what matters most.

The Commission is required under the Public Finance Act 1989 to review its strategic intentions every three years. This document reflects the establishment of the Government Digital Delivery Agency within the Commission.

This version takes effect from 1 October 2026.
