Enduring Letter of Expectations to Statutory Crown Entity Boards
The Enduring Letter of Expectations (ELOE) is jointly issued by the Ministers of Finance and Public Service under their responsibilities for the Crown Entities Act 2004. It serves as a non-legislative instrument for communicating the Government’s long-term vision and overarching expectations for all statutory Crown entities.
The ELOE complements entity-specific letters of expectation issued by individual portfolio Ministers. It influences Crown entity performance and behaviour, particularly in relation to:
- The cost-effective delivery of services and outcomes
- The integrity and accountability with which entities carry out their functions
- The ELOE is a key tool for aligning Crown entities with broader public sector priorities and values.
