Ministers often look for specific skills and experience, but those don’t always show whether someone has the right personal qualities to help a board succeed.

A maturity matrix has been developed to highlight the key qualities of high-performing board chairs and members. It helps in three ways:

  • Better understanding of good governance – It helps Ministers and officials think about what makes a strong Crown entity board.
  • Support for board chairs – Chairs can use it to reflect on their leadership and improve how their board works.
  • Help with appointments – Officials can use it when recommending people for board roles, and to improve how they recruit.
