We are seeking an exceptional leader to establish and lead the Ministry for Cities, the Environment, Regions and Transport (the Ministry) as its Secretary and Chief Executive. This is a unique opportunity to shape New Zealand’s future by driving integrated planning and investment across cities, regions, and the environment.

As the Government’s primary advisor on strategic resource management and spatial planning, the Secretary will provide stewardship across a complex system that includes local government, housing and urban development, transport, infrastructure, and environmental sustainability. The Ministry will deliver cohesive policy and investment advice, appropriate regulatory settings, and purposeful partnerships that enable affordable housing, resilient communities, and a thriving environment.

To succeed, you will bring credibility as a system leader and proven experience leading large organisations through transformation. You will have a deep understanding of resource management, planning, infrastructure, and local government, alongside the ability to engage effectively with iwi Māori and communities. Strong organisational leadership, judgment, and financial acumen are essential, as is the ability to inspire confidence and build trusted relationships with Ministers and stakeholders.

The scale of this opportunity is significant and exciting. The Ministry will bring together responsibilities from multiple agencies, and is expected to be established by April 2026, with functions and staff transferred by 1 July 2026. This is a rare chance to design and lead a modern, responsive organisation that will deliver integrated solutions to some of New Zealand’s most pressing challenges and create lasting benefits for communities and the environment.
